A decision in relation to applications for costs against the local authority: No order for costs made against the local authority in favour of a party against whom findings were sought but subsequently not pursued in circumstances where the findings were sought by another party, not the local authority, and the local authority concerned had taken over responsibility for calling the complainant and facilitating the investigation.
